Important Project Submission Deadline Reminder: December 30!

Applicable to SCE/SoCalGas and SoCalGas/Municipal projects

December 30, 2016 will be the:

  • Last day to post-retrofit submit any project that was reserved prior to August 1 under the pre- August 1 Program Changes requirements
  • Last day to post-retrofit submit any EnergyPro project (must have been reserved by October 15)
  • Last day to reserve projects under the 2016 Program Requirements

2017 Program Changes: Upcoming Key Items

The 2017 Program Changes Quick Reference Guide and Program Changes FAQs for both the SCE/SoCalGas Joint Program and the SoCalGas-Only Program are now available on the Contractor Website under Program Documents.

  • The WebApp will track reservation and submission dates and will only show requirements based on those dates
  • All the approved modeling software vendors for Advanced Home Upgrade have been informed of the upcoming changes to incentive calculations. They are working to update these calculations in their software.
  • Until software vendor updates to incentive calculations are complete, please use the kWh, kW and therm existing and improved values and input them into Advanced Home Upgrade calculators. These calculators will be updated and will provide you an incentive estimation based on the new 2017 Program Changes.
  • Advanced Home Upgrade Incentive Calculations
  • Be sure to update your internal processes, marketing materials and appropriate staff of the new program requirements!
  • Minimize potential impacts and start selling now based on new program requirements and focus on closing existing projects.

2016 Requirements

Proof of pulled permit on HVAC retrofits for Advanced Home Upgrade and Home Upgrade projects.

2017 Requirements

Proof of closed permit on HVAC retrofits for all Advanced Home Upgrade and Home Upgrade projects post-retrofit submitted on or after January 1, 2017.

Proof of permit closure provided by the authority having jurisdiction (e.g. local permitting office or, in some instances, a copy of the closed permit already given to your customer) must include:

 a. Permit number

 b. Customer name and address

 c. Indication that the permit has been closed and/or final

Specific Measure(s) Affected:

Any Advanced Home Upgrade or Home Upgrade projects with:

  1. Central air conditioning including: air handlers with air conditioning; split and packaged units
  2. Heat pumps including: air handlers with heat pumps; air source, ground source, hybrid, etc.; split and package units
  3. Fans associated with central air conditioning or heat pumps

Senate Bill 1414: What does it mean for your projects?

Due to the recent passage of California Senate Bill 1414 into law, any project that includes installation of central air conditioning (split or packaged systems) or a heat pump and their related fans will require proof of permit closure in order to receive an incentive check in 2017. All pending projects currently in the system regardless of project submission date will require this documentation. It is recommended to begin uploading this documentation now to any projects containing these measures to avoid payment processing delays. If your project is submitted and needs permit documentation the program team will contact you to request proof of permit closure prior to approval of the project's incentive.

Update to Buried Ductwork Requirements for Advanced Home Upgrade projects:

Currently, projects with buried ductwork in Advanced Home Upgrade are capable of receiving energy savings for an effective R-Value greater than an R-8, and also require a duct diagram to be uploaded with the project. Effective immediately, projects with buried ductwork

will only receive credit for up to R-8 unless the CEC policy for Quality Installation of Insulation (QII) procedure is followed. Pages 40 & 41 of the 2016 Residential Alternative Calculation Method (ACM) Reference Manual explain in detail the requirements to receive energy savings for buried ductwork with a higher effective R-Value than R-8.

To help reduce barriers to Participating Contractors and customers, a duct diagram will no longer need to be provided for any project choosing to not follow the CEC policy and QII procedure, and will only receive credit for R-8. More information will be covered during the Program Kickoff Training in 2017.

Important Project Submission Dates and Deadlines

Joint Program Home Upgrade projects reserved on or after today (December 1) will require a

Home Energy Efficiency Assessment to be submitted at post-retrofit.  You may use the program-created document (available for download from the SCE/SoCalGas Program Documents, Project Processing Documents tab), or you may create your own custom report that captures this information and is pre-approved by your Account Manager. Advanced Home Upgrade projects can continue to use the modeling software's report or a custom report approved by your Account Manager

2017 Program Changes Reminder

The 2017 Program Changes that were announced on November 15 are summarized in the SCE/SoCalGas Program Changes Quick Reference Guide and in the FAQs document which are available for download from the Contractor Website under Program Documents, Reference Materials. A copy of the Program Changes Webinar slide deck is also available for download from the SCE/SoCalGas Program Documents, Past Training Presentations. Those Participating Contractors who were unable to attend the webinar must review the 2017 Program Changes presentation on the Home Upgrade Learning Center (coming soon). Please contact your Account Management Team if you need assistance accessing the Home Upgrade Learning Center.

SoCalGas Program Updates

2017 Program Changes Reminder

Starting January 1 there will be several updates to the SoCalGas Home Upgrade and Advanced Home Upgrade Programs. Please review the reminders below, the 2017 Program Changes Webinar and the SoCalGas Program Changes Quick Reference Guide for detailed information on the program changes.

1.      Expiration of the Winter Special.

  • Projects participating in any non-Los Angeles Department of Water and Power (LADWP) municipal territories will receive 30% of the final incentive unless they are participating in the Historical Buildings Energy Efficiency Program (HBEEP).  Participating Contractors must be a participating HBEEP contractor and the home must meet HBEEP requirements to be eligible for the 100% SoCalGas matching incentive in non-LADWP territories.
  • Applicable for Home Upgrade and Advanced Home Upgrade Projects.
  • Projects participating in the SoCalGas/LADWP territory will continue to receive 100% of the final calculated incentive.

2.      Home Upgrade Points vs. Dollars.

  • Removal of points and move to dollars per measure.

3.      Measure Specification Updates applicable to Home Upgrade and Advanced Home Upgrade
