Identifying, Abating, and Reporting Potential Asbestos Containing Material (PACM)

Numerous projects continue to be sent to appeal due to friable PACM that are identified at the Southern California Edison (SCE) and Southern California Gas Company (SoCalGas®)  Energy Upgrade California® Home Upgrade Program post retrofit QC inspections. In the majority of cases the PACM is found in the form of cracked, broken, or compromised transite pipe(s) running through the attic, lying in the attic, exiting through the roof, in the crawlspace, or in an attached garage. 

Discovery of potentially friable transite pipe(s) at the post-retrofit QC inspection that are in poor condition will cause the project to go to appeal or be cancelled from the program. This results in increase in cycle times, and more visits to the home by the contractor, and or the asbestos abatement contractor. In an effort to streamline the review, while continuing to protect occupant, contractor, and inspector health and safety, the following procedure will now be instituted.

All projects participating in the Home Upgrade or Advanced Home Upgrade program must be inspected for PACMs, including but not limited to ducts, duct insulation, register boots, duct component insulation, shielding around furnaces, and transite pipe(s). If any of the aforementioned materials are discovered, they must be properly removed, or remediated by a licensed asbestos abatement contractor.

In the case of transite pipe(s), careful inspection is required to determine if the pipe has been broken, cracked, compromised, and or is friable. Once a defect has been identified in a transite pipe(s) running through the attic, lying in the attic, exiting through the roof, in the crawlspace, or in an attached garage, the issue(s) must be addressed by a licensed asbestos abatement contractor. In instances where the home contains only transite pipe(s) it is recommended that contractor have an asbestos abatement contractor examine the transite pipe(s) and remove, remediate, or state in writing that remediation is not necessary.

Currently the program requires an Asbestos Abatement Certificate on projects that have had asbestos identified, and abated. The existing certificates contain general language regarding the scope of work performed. From this point forward, the certificates must contain more detail, specifically regarding transite pipe(s), i.e. Transite pipe from the abandon furnace is not cracked, broken or compromised, remediation is not necessary; OR Transite pipe from the abandon furnace is broken at the lower portion within the furnace closet. The broken area of the transite pipe has been properly encapsulated. Please see attached sample PACM Work Order to help notify your asbestos abatement contractor that the project is going through the Energy Upgrade California® Home Upgrade Program and to look at all areas for PACM.

By identifying and correcting PACM early in the process, the construction, inspection, review, and payment process will move more smoothly, swiftly, and cause fewer disruptions to the homeowner.

New Advanced Home Upgrade Building Leakage Default Value

Based on a current analysis of pre-1950 homes, the  Energy Upgrade California® Advanced Home Upgrade default SLA value will be increased for pre-1950 homes. This new value will accurately reflect the pre-retrofit building leakage, leading to a more easily achieved reduction. Effective Aug. 15, 2014, the Advanced Home Upgrade program will now use a three tiered approach:

1. 10.2 SLA for homes built before 1950

2. 8.0 SLA for homes built between 1950 and 1977

3.  4.9 SLA for homes built from 1978 to present

Building Performance Institute Building Analyst 

Written Certification Exam

 

 

ICF International (ICF) is conducting a Building Performance Institute (BPI) Building Analyst re-certification written exam, this exam is offered to all program contractors that are certified professionals and will take place Tuesday, August 26, 2014, from 1:00 p.m. to 3:00 p.m. at the SoCalGas ERC in Downey, CA. SCE and SoCalGas are partially subsidizing the cost of these exams, the outstanding balance to be paid by the contractor is $199.00 via a money order or cashier's check payable to ICF International.
