RHA Memo 533: CF-4R. To eliminate unnecessary diagnostic testing, the QC vendor will accept a HERS CR-4R-Mech-20 or a CF-4R-Mech-21 before the post-retrofit inspection.

Saturday, June 15, 2013

To eliminate unnecessary diagnostic testing, the QC vendor will accept a HERS CR-4R-Mech-20 or a CF-4R-Mech-21 before the post-retrofit inspection. The HERS document must indicate that the total duct leakage is equal to or less than 10% to meet program requirements and bypass QC diagnostic testing. If the total duct leakage exceeds 10% or if no HERS certificates are submitted, the QC vendor will perform a duct leakage-to-outside test during the post-retrofit inspection.

Combustion Safety Test Results. Effective, Monday, July 1, 2013, all current and new projects will require input of the Combustion Appliance Zone testing information into the Vision DSM system.

Thursday, June 13, 2013

Effective, Monday, July 1, 2013, all current and new projects will require input of the Combustion Appliance Zone testing information into the VisionDSM system. A new tab has been created for your pre- and post- retrofit combustion safety test results. This requirement is being implemented due to non-legible or missing data on the Combustion Safety Form. The Combustion Safety Form in PDF format will still be available for your use in the field. However, all Combustion Safety testing data must be entered into VisionDSM to satisfy this requirement.

Advanced Home Upgrade Requirements. Effective, June 11, 2013, all new Advanced Home Upgrade (formerly the Advanced Path) project submittals will be required to include at least one (1) of the three (3) base measures in their scope of work. See below.

Tuesday, June 11, 2013

Effective, Tuesday, June 11, 2013, all new Advanced Home Upgrade (formerly the Advanced Path) project submittals will be required to include at least one (1) of the following three (3) base measures in their scope of work:

  1. Attic Insulation and Attic Plane Air Sealing - Attic insulation must be R-30 or better, or R-19 if the home has fewer than 24 inches of attic clearance.
  2. Duct Leakage Improvement - Final leakage to the outside rate cannot exceed 10 percent of total fan flow.
  3. Building Leakage - Air sealing with a goal of 0.35 ACHn or a minimum air reduction of 14 percent.

Please note that the Thermostatic Control Valve or Thermostatic Control Valve with Low-Flow showerhead is still required on all projects, unless a tankless hot water system is the source for hot water distribution.

Additionally, should the heating and/or cooling system(s) be replaced then an additional shell measure must also be completed (Attic Insulation & Air Plane Sealing, Building Leakage, Wall Insulation, Floor Insulation or Windows).

This requirement modification will bring the Advanced Home Upgrade program in line with the requirements of the Home Upgrade program.
